Where the Data Comes From

The Florida Department of Highway Safety and Motor Vehicles is the state’s official repository for crash records. Roughly 340 law enforcement agencies submit reports to the department, and drivers in minor crashes submit their own. Statewide and county-level totals appear in the annual Traffic Crash Facts reports and in the department’s crash dashboard.

Two things are worth understanding before reading any figure. Totals are provisional when first published and get revised upward as late reports arrive, so a number released early in the year will not match the same year’s number twelve months later. And only crashes meeting statutory reporting criteria enter the count at all, meaning minor collisions that drivers settle between themselves never appear.

What Requires a Report

Florida law enforcement must submit a crash report when any of the following applies.

• The crash caused an injury.
• The crash caused a fatality.
• The crash was a hit and run.
• The crash involved impaired driving.
• A wrecker was required to remove a vehicle.
• A commercial motor vehicle was involved.
• Apparent damage reached at least $500.

Crashes falling outside those categories may be self-reported by the driver instead. That threshold is why the published totals undercount actual collisions, and why the reported figures skew toward more serious events.

Patterns That Hold Year to Year

Specific totals change, but several characteristics of Florida crash data stay consistent.

• People outside vehicles account for a disproportionate share of deaths relative to their share of road users. Florida consistently ranks among the most dangerous states for pedestrians and cyclists.
• Distraction contributes to a substantial share of crashes, and the department has noted its own figures likely understate it, since distraction is difficult to establish after the fact.
• Summer carries elevated risk. The stretch between Memorial Day and Labor Day produces a concentration of fatal crashes, particularly involving young drivers.
• Seasonal population shifts affect the winter months, when unfamiliar drivers share roads that regular commuters navigate by habit.

Local Context

Indian River, St. Lucie, and Brevard counties share the I-95 corridor and the U.S. 1 spine, and each concentrates serious collisions differently. Interstate crashes tend toward severity because of speed. Arterial crashes at signalized intersections tend toward volume.

How Data Supports a Claim

Aggregate statistics prove nothing about an individual crash. What they can do is narrower and still useful.

Crash history at a specific intersection or segment supports an argument that a hazard was foreseeable. Where a location has produced repeated collisions of the same type, that record bears on whether the responsible agency knew about a design problem and failed to address it. FDOT maintains crash data and corridor safety analysis for the state highway system, and that material can be requested for a given segment.

The medical record still does most of the work in any claim. What gets documented early determines what can be argued when the case is valued.

The Coverage Gap Behind the Numbers

Florida requires personal injury protection and property damage liability coverage. It does not require bodily injury liability coverage.

A driver can be fully compliant with state law and carry nothing that pays for injuries they cause. • The federal Fatality Analysis Reporting System covers fatal crashes nationally and allows comparison between states.

Individual crash reports are a separate matter from statistical data and must be purchased through the FLHSMV report portal.
